Project Overview

The project Civicozero is aimed to provide protection, orientation and support to foreign minors that are in social marginality conditions. Civicozero carries out projects addressed at minors that are in the Juvenile Justice circuit, and minors victims of traffic and exploitation.

 

The project is addressed especially at foreign unaccompanied minors, asylum seekers and roma children.

 

Direct beneficiaries of the project are therefore foreign children between 12 and 18 years, with special attention, but not exclusively, to unaccompanied minors, in a state of vulnerability and social exclusion, at risk of delinquency, exploitation and abuse. A part of the intervention is also reserved for young adults, who find themselves without any form of protection and security.

 

Indirect beneficiaries of the project actions are public institutions (Juvenile Justice, Municipal Social Services, Healthcare services) and the private social sector that in various capacities are involved in taking care of children – the representatives of minors (family, peer groups, informal communities, etc.), the city networks and citizens involved and affected by the phenomenon.

 

The project actions are carried out in the daily centers ‘Civico 0’, in Rome, Turin, Milan and Catania.

 

The project provides different services, such as: social mediation, support, reception and referral services, and legal counselling.

The methodological approach adopted by Civico Zero always puts the minor in the center of intervention, because he is considered an active person, able to participate in an informed manner at the decision process. The interventions are complex and diversified, then Civico Zero employs a team of professionals with different skills and different cultural backgrounds, it develops diversified actions and network cooperation with all the actors who share the objectives and policies of Save the Children.

Strategic objectives

  • To provide foreign minors living alone in Italy with protection and support through the provision of basic services available at CivicoZero Center.
  • To improve the awareness of the minors we help about their rights, capacities and opportunities, facilitate access to institutional services and opportunities for protection, support and integration.
  • To support empowerment processes of beneficiaries based on increasing confidence and aimed at enhancing the skills of minors and new adults thus fostering the ability to make informed decisions.
  • To foster integration processes and the positive social inclusion of foreign minors living alone in Italy.

How was the Project born?

The Civicozero project was created by a group of Save the children workers who are experts in working with minors, especially foreign minors. In 2010 there were no dedicated youth centers for foreign minors in Rome, so Save the children financed the facility, which in a very short time has become a reference point for many foreign kids in Rome. A meeting place where they can learn the language, find psychological support, cultural mediation and many recreational activities such as rap workshops, percussion workshops, theater workshops, etc. 

 

The Civicozero project following the success of the day care center established in Rome was replicated in: Turin, Milan and Catania. The methodology, evaluated as effective, by Save the Children was exported also in other context, and all are successful experiences. 

Elements that facilitated the implementation

Support from institutions in the design, provision of spaces and integration of services.

 

Challenges in the implementation

1. The main obstacle was to raise-awareness in the neighborhood.

The critical issue was overcome by organizing neighborhood events where they could introduce the center’s youth to the neighborhood. 

Impact on refugees or local community lives?

Every year, since 2015, Civicozero published on its website the social balance, in which Civico Staff collected all the description of the projects managed.

 

Civico has a great system of monitoring and evaluation, and the first tool created was a database.

Is this project/program replicable and/or scalable?

The Civicozero project can only and exclusively be replicated by exporting its underlying methodology. Of course, it is also necessary to be able to rely on funds that support activities aimed at unaccompanied foreign minors. For this reason, it is always necessary to include a phase of searching for tenders and writing projects in order to obtain a minimum of financial support.
